Yes, to download the current program listings.  You can pay a monthly
fee, or a one time lifetime fee.  The lifetime fee is locked to the
serial number of the single box.  If you every upgrade to new hardware
then you pay again.  If you sell the box, the lifetime subscription goes
with the box.

Or, if you want use it like a VCR, where you look up the listings
manually, tell Tivo to record on a certain date & time for a so long,
then you don't need to pay the extra fee.

That's my understanding anyway...
