Is it possible this is how dynamic IP stations work?  

We had it setup that if you dial 6100, first it tried an IAX connection
to Bridleman's laptop, if that failed it went to voicemail.  Could it be
that the connection attempt would be to a gatekeeper that Bridleman's
laptop registers to when running the VOIP client, and then the
gatekeeper would refer the connection if he is up and running?  Then if
the gatekeeper says "Nah!  He's at Hooters" it goes into voice mail?
