We had a similar problem a long time ago.

It was caused by a IP conflict, and whenever someone powered on 
their PC, which address conflicted with ours ....

I recommend someone check with JAZNET and make sure we still have
the static IP's we think we do.  Last time JAZ took them away
from us without letting us know, for lack of usage or something.
(they probably notified someone at the Chamber, who didn't tell us)
