Postgres is a nice package, but in trying to ween people from Windows, I
can give them PHP triad in the mean time (PHP, MySQL, Apache for
windows). They feel more comfortable working on Windows and so I will
let them play there. Just don't try to actually use it in deployment.

I also have found alot of packages for MySQL. I wish I had time to
learn more about Postgresql.
